Executive Summary of Kartu Prakerja Normal Scheme Rapid Assessment Study by DEFINIT-ADB, 2023
This report contains the results of a rapid assessment study on the 2023 Prakerja Normal Scheme prepared by DEFINIT with support from the Asian Development Bank (ADB). The study aims to understand perceptions of satisfaction and business processes of the 2023 Prakerja Normal Scheme. Data collection was conducted from June 8-30, 2023 with a sample size of 2,972 recipients from batches 48-50 (February-March 2023). The results of the study show that the Prakerja beneficiaries gave a positive impression of their experience in registration, first training, and after the completion of training. The Prakerja Normal Scheme was also shown to improve the beneficiaries' competitiveness in increasing their chances of getting a job (94.7%), improving their skills, competencies, and productivity (82.8%), and increasing their motivation to learn digital technology (99.0%).
Executive Summary of the CARES Program: Kartu Prakerja Case Study by CIPG-ADB, 2023
This study was prepared by the Centre for Innovation Policy and Governance (CIPG) for the Asian Development Bank (ADB) as part of a qualitative impact evaluation study of the CARES program in Indonesia. The study used quantitative and qualitative approaches through desk research, online surveys, and interviews. The online survey was conducted on 385 recipients of the 18th batch of Prakerja (August 2021) spread across 8 districts/cities in West Java Province. Meanwhile, in-depth interviews were conducted with 10 selected respondents. This study also contains additional analysis related to program beneficiaries' perceptions of the achievements of the Pre-Employment Card in meeting sustainable development goals. The main results of this study show that Prakerja has succeeded in increasing knowledge (83%), increasing the ability to complete work faster (79%), and improving the quality of work (79%) of beneficiaries. It also contributes positively to 8 out of 17 sustainable development goals (SDGs 1, 2, 4, 5, 8, 10, 16, 17).
Impact Evaluation Report of Kartu Prakerja Program and Internet Access by Svara Institute, 2023
This report presents the findings of the The COVID-19 Pandemic, Structural Transformation, and Training Program Outcomes study by Svara Institute for publication in the Economic Research Institute for ASEAN and East Asia (ERIA) Discussion Paper Series. Utilizing data from Presisi Indonesia 2022 Impact Evaluation online survey of 2,156 respondents, consisting of beneficiaries and non-beneficiaries, from 24 September-1 November 2021, this study is an extension study that analyzes the impact of Kartu Prakerja Program and internet access on competency, productivity, competitiveness, and entrepreneurial skills. The main findings of this study are as follows: For beneficiaries compared to non-beneficiaries, Prakerja is proven to increase competency (2.2%), productivity (2.7%), competitiveness (2.9%), and entrepreneurial skills (40,7%); Prakerja is also proven to increase incomes 15.6-17.6% higher than non-beneficiaries or around IDR 234,000-264,000 per month. In addition, the study also found that good internet access has a positive impact on income by 7%.
Report on EEF Thailand Study Visit to PMO Kartu Prakerja 2023
This report highlights the study visit of the Equitable Education Fund (EEF) from Thailand to the Program Management Office (PMO) of Kartu Prakerja in Jakarta, Indonesia. The visit, conducted from 23rd to 25th October 2023, aimed to foster collaboration and exchange best practices in skill development and lifelong learning. Delegates comprising advisors and experts in AI, science, and innovation engaged deeply with Kartu Prakerja’s methodologies in governance, technological integration, and innovative training strategies for skilling, reskilling, and upskilling. This interaction was part of Thailand's initiative to align its local human resource development with emerging skills required by employers and to extend educational opportunities to adults with limited skills. The visit offered insights into Kartu Prakerja’s ecosystem dynamics, operational approaches, and robust monitoring and evaluation processes. Kartu Prakerja's internationally recognized success story served as a significant learning point for EEF Thailand, emphasizing the importance of international cooperation in advancing educational strategies and policy development.
Government Performance Evaluation Report by Poltracking Indonesia 2023
This report presents findings from Poltracking Indonesia on the performance of the Jokowi-Ma'ruf administration in 2023. A survey was conducted with 1,220 selected Indonesian respondents using a multistage random sampling method during the period of April 9-15, 2023. The Poltracking report revealed that the Kartu Prakerja Program is among the top four initiatives of the Joko Widodo and Ma'ruf Amin government felt to be most beneficial (9.2%).

This report presents the findings of the National Labor Force Survey (Sakernas) conducted by BPS (Statistics Indonesia) in August 2023. The survey covered 300,000 households distributed proportionally at the district/city level. The survey revealed that 90.15% of Kartu Prakerja beneficiaries who completed the training considered the program to have improved their work skills. Additionally, 85.70% of Kartu Prakerja beneficiaries used the post-training incentives to meet their daily needs, while 29.21% utilized the incentives for business capital.

This report presents the findings of the National Labor Force Survey (Sakernas) conducted by BPS (Statistics Indonesia) in February 2023. The survey covered 75,000 households distributed proportionally at the provincial level. The survey revealed that 79.43% of Kartu Prakerja beneficiaries who completed the training considered the program to have improved their work skills. Additionally, 87.61% of Kartu Prakerja beneficiaries used the post-training incentives to meet their daily needs, while 36.16% utilized the incentives for business capital.

Program Kartu Prakerja Management Report Book 2022
Up to December 2022, 16.4 million people have received training from the Kartu Prakerja Program. The World Bank and TNP2K study (2022) stated that 96.1% of participants are satisfied with Prakerja trainings and 96.4% of participants are pleased with how the Prakerja assistance was distributed. With those study findings and the previous evaluation results by J-PAL SEA (2021) and Presisi Indonesia (2021), Kartu Prakerja Program has been recognized as a best practice in various international meetings and conferences abroad. Kartu Prakerja Program has also been featured on the United Nations (UN) website as an accelerator of the Sustainable Development Goals (SDGs), supporting the achievement of 8 of the 17 SDGs targets.
National Survey Report: National Political Economic Projection Report by Poltracking Indonesia 2022
This report presents the findings of a national survey conducted by Poltracking Indonesia on the Year-End Performance Notes of the Jokowi-Ma'ruf administration in 2022. The survey was conducted among 1,220 Indonesian citizens who had the right to vote, using the multistage random sampling method from November 21st to November 27th, 2022. The Poltracking report found that Program Kartu Prakerja is ranked 4th among the government's initiatives under Joko Widodo and Ma'ruf Amin administration in terms of perceived benefits (7.5%).

This book summarizes the journey and success of the Program Management Office of Kartu Prakerja (MPPKP) in carrying out its dual mission of skill enhancement and social assistance distribution for the Indonesian workforce during the Covid-19 pandemic. Kartu Prakerja is the first semi-social assistance program in Indonesia that implements an on-demand application mechanism and end-to-end digital process. With its on-demand mechanism, Kartu Prakerja reaches out to workers in the informal sector who are not covered by social safety nets and are experiencing decreased purchasing power as a result of the pandemic. The digitalization of the program ensures smooth implementation on a large scale while maintaining efficiency, transparency, and accountability. In the long term, the Program Management Office of Kartu Prakerja will continue to adapt and improve itself while ensuring the sustainability of the program.

Queen Máxima, during the B20 Summit on November 14, 2022, highlighted that public-private partnerships are the key to successfully implementing innovative programs on a large scale. According to Queen Máxima, Program Kartu Prakerja has demonstrated how partnerships with digital training institutions, job platforms, digital platforms, and fintech companies can serve over 11 million beneficiaries. The program has successfully equipped beneficiaries with skills to start businesses or find employment while providing direct cash assistance directly to their mobile e-wallets.
APEC Economic Policy Report 2021 – Case Studies
The APEC Economic Policy Report (AEPR) 2021, which includes case studies, discusses the topic of Structural Reforms and Future Jobs. Specifically, the report also examines the significant impact and important lessons from Kartu Prakerja Policy. Despite being launched in 2020, Program Kartu Prakerja provides several positive lessons. First, is the institutional framework. The program is a collaboration between 14 ministries and the private sector, creating a new form of partnership that encourages shared responsibilities between the government and the private sector. Second, promoting healthy competition. The program encourages service providers to deliver the best services by implementing a curation system. Beneficiaries can choose their preferred digital platforms, training providers, training programs, and payment systems, while also providing feedback and reviews through assessment and evaluation surveys.

Program Kartu Prakerja Management Report Book 2021
During 2021, a total of 5.9 million people were designated as Kartu Prakerja beneficiaries, distributed across 34 provinces and 514 districts/cities. The year 2021 became an important milestone in Program Kartu Prakerja as the complete program evaluation cycle, including input - process - output - outcome - impact, was implemented. With the release of the impact evaluation research results by the Abdul Latif Jameel Poverty Action Lab Southeast Asia (J-PAL SEA) and Presisi Indonesia, Program Kartu Prakerja has proven to be effective in improving the competence, productivity, competitiveness, entrepreneurship, and income of Kartu Prakerja beneficiaries. Additionally, Program Kartu Prakerja has also demonstrated positive impacts in terms of food security, financial resilience, and financial inclusion. This research-based evidence shows that Program Kartu Prakerja successfully carried out its dual mission during the pandemic, which is to enhance skills and provide social aid.
Executive Summary of the Kartu Prakerja Study 2022 by the World Bank and TNP2K
This report presents the findings of the digital transformation and financial inclusion breakthrough study of Kartu Prakerja conducted by the World Bank and the National Team for the Acceleration of Poverty Reduction (TNP2K) Secretariat. The research on Kartu Prakerja combines quantitative and qualitative approaches. A telephone survey was conducted by SurveyMETER from October 6th to 25th, 2021, involving 1,000 Kartu Prakerja beneficiaries in 50 sub-districts spread across 50 districts and 25 provinces. In addition, the research team also conducted focused group discussions and in-depth interviews with several groups of Kartu Prakerja beneficiaries. The World Bank and TNP2K study found that Kartu Prakerja's experience provides many important lessons in updating Government-to-Person (G2P) payment mechanisms in Indonesia. According to the study, Kartu Prakerja is the first government program to implement a recipient-centered G2P payment system by introducing several new innovations. Kartu Prakerja's innovations include the implementation of a fully digital end-to-end program, from onboarding to incentive payments. This supports large-scale, fast, and transparent G2P payments. Kartu Prakerja also enables beneficiaries to choose the best transaction account they prefer based on location, service coverage, and other considerations. The expansion of payment options, including multiple e-money providers, also allows for competition among Payment Service Providers (PSPs), which can drive innovation and service improvements. Furthermore, Kartu Prakerja has provided better opportunities for beneficiaries to access Digital Financial Services.
Executive Summary of Program Kartu Prakerja Impact Evaluation as a COVID-19 Recovery Program by Presisi Indonesia 2022 (Indonesian & English)
This report presents the findings of the Impact Evaluation Study of Program Kartu Prakerja as a COVID-19 Recovery Program, conducted by Presisi Indonesia in collaboration with the Fiscal Policy Agency of the Ministry of Finance, the Government of Japan, and UNDP Indonesia. Data collection was carried out through an online survey of 2,156 individuals, including beneficiaries and non-beneficiaries, from September 24th to November 1st, 2021. The response rate for this study was 11%, with a margin of error of 3%. The study also included qualitative analysis based on 188 in-depth interviews with various stakeholders within the Kartu Prakerja ecosystem. The main findings of this study are as follows: Kartu Prakerja can improve the beneficiaries' competencies (relative to non-recipients) by 74 percentage points (pp) (2.2%), productivity by 24 pp (2.7%), work competitiveness by 67 pp (3.8%), and entrepreneurial skills by 177 pp (48.5%). Kartu Prakerja also proves to increase wages (17-21%). Additionally, Kartu Prakerja is able to enhance financial inclusion and empower women. About 80% of beneficiaries opened their first bank account or e-wallet as they joined Kartu Prakerja. Women beneficiaries of Kartu Prakerja have shown an increase in their competencies by 96 pp (2.9%) compared to non-beneficiaries. Kartu Prakerja effectively served its role as social aid during the COVID-19 recovery period, with the low-income group being the primary beneficiaries of the program's support.
Executive Summary of Kartu Prakerja Impact Evaluation by J-PAL SEA 2021 (Indonesian & English)
This report presents the preliminary findings of the Impact Evaluation Study of Kartu Prakerja conducted by Abdul Latif Jameel Poverty Action Lab (J-PAL SEA), under LPEM FEB UI. One of the impact evaluation instruments used in this study is the Endline Survey, which received responses from 47,750 Kartu Prakerja beneficiaries and non-beneficiaries during the period of August 16th to October 21st, 2021. The J-PAL SEA study found that Program Kartu Prakerja has proven to have at least four positive impacts on its beneficiaries in terms of employment, training and skills, food security, and financial services. Based on the study's findings, Kartu Prakerja beneficiaries have a higher likelihood of starting their own businesses (by 30%), finding new jobs (by 18%), and increasing their monthly income by Rp 122,500 compared to non-beneficiaries. They also have a higher chance (119.4%) of participating in training compared to non-recipients. Furthermore, Program Kartu Prakerja improves food security (by 6%) and financial inclusion (by 53%) for its beneficiaries.
Gender Insights COVID-19 Digital Merchant Survey by the World Bank 2021 (Indonesian & English)
This report presents the findings from the Gender Insights COVID-19 Digital Merchant Survey conducted by the World Bank, targeting 15,238 digital business respondents on the Shopee e-marketplace during the period of December 21st to 25th, 2020. The World Bank survey found that recipients of Program Kartu Prakerja have flexibility in allocating the benefits received, whether for capital, consumption, or savings when compared to other programs. This flexibility can be seen as an indication that at the individual level, the benefits received by online merchants who receive government cash aid can be optimally allocated based on their individual needs. Additionally, among online merchants who receive Program Kartu Prakerja, there is no significant difference in the proportion of male and female merchants receiving aid.

This report presents the findings of the Ipsos Survey conducted with 500 respondents in Indonesia from 20 cities during the period of June 16th to 24th, 2021. The survey found that Program Kartu Prakerja is the government assistance program during the pandemic that was most received by respondents (24%) and perceived as the most beneficial (35%).

Program Kartu Prakerja Policy Brief, Edition 1, 2021
This policy brief presents several key findings from the Evaluation Surveys 1-3 conducted by the Project Management Office of Program Kartu Prakerja in 2020, which were provided to all Kartu Prakerja beneficiaries upon completion of their entire user journey. The results show that Program Kartu Prakerja has been able to reach marginalized groups, enhance competence, productivity, and competitiveness, support consumption, and ignite entrepreneurship among the beneficiaries.
Report on CSIS Indonesia Survey 2021
This report presents the findings from a survey conducted by CSIS Indonesia on 2,000 beneficiaries of Program Kartu Prakerja in 2020 during the period of July 27th to August 2nd, 2021. The CSIS Indonesia survey found that 86.7% of the beneficiaries used the post-training incentives to purchase groceries/food supplies, while 42.4% used them to boost their business capital. There has been an increase in employment status and the number of digital entrepreneurs after participating in Program Kartu Prakerja. The satisfaction level with the services provided by Program Kartu Prakerja remains consistently above 95%.

Management Report Book 2020
During the year 2020, a total of 43.8 million people registered for Program Kartu Prakerja, out of which 5.5 million individuals were selected as Kartu Prakerja beneficiaries. The majority of the beneficiaries experienced an enhancement in their competencies and received aid for their livelihood needs during the pandemic.
Kartu Prakerja Beneficiaries Survey Report TNP2K 2020
This report presents the survey results regarding Program Kartu Prakerja’s implementation in 2022. The survey was conducted among 4,777 beneficiaries, selected through a random sampling method from May 19th to June 1st 2020. The TNP2K report indicates that 92.3% beneficiaries agreed that Kartu Prakerja trainings improved their competencies as workers/job seekers or entrepreneurs, and 96.7% agreed that Program Kartu Prakerja provided training costs aid as well as support for living expenses during the Covid-19 pandemic.
